Atari 410 Program Recorder
So I have found that my Atari 400 no longer works. I was thinking that maybe I could rig something up so that my regular PC computer could listen in to what the 410 Program Recorder had to say when playing my tapes. I found some useful information, but nothing that was a direct “this is how you do it”. Here are the links I found:

AT13F - Atari 13 Position Buss Connector for Atari 400 and Atari 800 Computers. The Buss connector is a serial I/O connection.

UPDATE! - God I love ebay. I was browsing through some Atari 400 search results and came up upon a APE / SIO2PC / ProSystem Universal Interface for Atari Computer. I immediately knew that this was what I was looking for and plugged the search SIO2PC term into Google. So here is a new link to add to the list:
